Sambar został opracowany z panem Shinroku Momose, ojcem Subaru 360, jako głównym inżynierem, a pierwszy model pojawił się w 1961 roku.
Miał on wówczas zaawansowaną kabinę, jak na ówczesne czasy lekkiej ciężarówki, z tylnym układem silnika, który zapewniał stabilną jazdę i ogromną przyczepność. Niezależne zawieszenie na cztery koła stało się tożsamością Samby, a ta tradycja była kontynuowana aż do zakończenie sprzedaży 6. generacji w 2012 roku.
